SYMPOSIA-14: Collaborating Across Quality of Life to Achieve Measurable Outcomes for Invasive Species Management

ABSTRACT. In 2015, Michigan implemented a $5 million general fund invasive species program to address both terrestrial and invasive species. The funding, supported by both the administration and the legislature, was catalyzed by a growing frustration with Phragmites in desirable coastal shorelines and Eurasian milfoil throughout inland lakes. With this appropriation, Michigan went from approximately $30,000 per year for aquatic invasive species to a $3.6 million dollar grants program, $1.4 million for programming and staff, and a strong expectation to deliver outcomes quickly. The Quality of Life Agencies (Departments of Agriculture and Rural Development, Environmental Quality, and Natural Resources) were charged with the task of coordinating a largely collaborative program for management of invasive species in the state and throughout the Region. Additionally, the governors and premieres of the Great Lakes and St. Lawrence Seaway asked for action through their Aquatic Invasive Species Task Force. Well defined governance structures and a commitment to collaboration were essential for the agencies’ implementation of Michigan’s Invasive Species Grants Program, a regional Mutual Aid Agreement, and support for response actions. Statewide outcomes and metrics were established and statewide collaboration at the local level was developed through Cooperative Invasive Species Management Areas. Measures for success and direction are underway with this new program. An examination of the struggle to work through bureaucratic processes to address invasive species outcomes while working through multiple agency cultures and changing administrations will be key to continued success.
